He has been a Professorial Research Fellow in Economics at the University of Melbourne since 2008, and was Distinguished Professor of Economics at the Australian National University from 2007 to 2013. Garnaut was a key economic adviser to the reforming Hawke government. He has held senior roles in government and business, including as Australian Ambassador to China and author of the Garnaut Climate Change Review.
